Web solution

I am in need to find the best web presence solution. I’ve got a Small Business Server 2000 setup at my small office and I need to get a web site setup. Should I develop something with FrontPAge and host it on the SMS? What will that mean and what issues should I be concerned about. I am looking for the pros and cons. At the same time I need alternatives. Do I pay to get a site developed then have it hosted by an outside company? Who are some good companies to use? What is the average cost? I want to outline the options and costs but need to better understand the architecture. ANy feedback would be appreciated
