Webpage Buttons

A club I belong to has a website that was created with Frontpage. The site works well for most visitors but a few say that the banner and the text loads but the buttons remain blank no matter how long they wait. Does anyone have an idea if there is a setting that they need to change? I have been told they are using new machines with XP Home on dial-up.
