weird overlay problem

I’m having a problem with video overlay. Whenever I try to play something with PowerDVD or DScaler (tv viewing with a WinTV card) all I see is a black screen. Upon further investigation I found that the video is playing behind the application. In PowerDVD I can see two small strips of the video at the left and right, and on DScaler I can see the picture for a second after closing the program.

Both of these programs work fine in the Administrator account but not in my Power User account. I’m using WinXP Pro, ATI Radeon 9500 Pro (latest drivers), and a Hauppauge WinTV-PVR. Is there some setting that’s messed up or something?
