What is the best C++ development suite?

I’m begging to get all bits and pices to start writing application in C++ for Windows and Windows CE (Pocket PCs). I’m doing myself, so I don’t have an infinite budget (can’t afford Visual Studio .NET Professional) So, what would be an optimal choice of software? Would it be Microsoft Visual C++ .NET Standard & eMbedded Visual C++ 4.0?
