What is VHWJCGHE.exe? pc can’t surf

I took the PC off the router to serve MOHAA yesterday. Rebooted, VHWJCGHE.exe wants to go online, I tell NortonFirewall=> No. But I can serve and play. I put PC back on router and no probs till today when I take PC off router to serve again. Cannot get page. So I tell Norton to let Windows>System>VHWJCGHE.exe go to net.
But at desktop, I get this message –
