What to do if all services are disabled and errors if I try to change it to automatic.

I have NT 4.0 Server. Just lately, the services are all disabled and when I try to change it to manual or auto. I get service database is locked. My ncpa.cpl (network services icon)can’t be accessed along with the devices icon. I tried doing what microsoft suggested in the kb articles. Didn’t work. Actually came to another problem, I can’t get into my registry key for services. “Cannot open services, error while opening key”
