When do you decide to use a staffing model over a prof. services model?

There are obviously large, mission-critical projects that require the cavalry should anything go wrong, but the rates are so high (not to mention T&E). If contract labor is hired, many projects can be done at half the cost, or less, but when should this model be employed?
