Where is Application Control…

I am looking to modify what gets logged in my System Event log. Microsoft claims it can be done via the MMC with the Application Control snap in. Problem is, there IS no Application Control snap-in… this machine is a PDC will all the admin tools installed… where the heck is Application Control?
