Where is Recycle Bin

This seems like a simple question and I feel silly for asking but here goes anyway. I am running WIN98 2nd Edition and cannot find the recycle bin. It does not appear to be available. I have went into Device Manager/Disk Drives and made sure of removable check box but still cannot Find or use Recycle Bin. I know that windows may be corrupted but have no evidence of that other than inability to find the Recycle Bin. Any suggestions will be appreciated.
