Where is the login?

I have a Windows 98se pc connected to a network(No-Domain)On bootup the pc will not display a login screen. It will also not see anything including itself in network neighborhood. The only way to get a login is to click on start, select log off anda login screen will appear. After going thru the login the network neighborhood will display. I have tried uninstalling the nic card, drivers, client, services, file sharing and all comm software from win98se. I have removed all users and added users. I have checked passwords and think a tweak was done to the registery to bypass the login at startup. What can I do to get the login back at bootup……… Anyone know what line in the reg could be modified to fix this issue.
