where is Windows NT Server Tools 4 2000

I would like to manage user accounts from my workstation. I know for windows 9.x and NT there is a program called “Windows NT Server Tools” (located on NT cd). My workstation is running Windows 2000 professional and i would like to install a similar program. Where can i find a similar program and how can i install it on my workstation. Thanks
