Who certify IT Consultant

Hi,
There is a board that will certify an engineer to become Ir. and the Ir. will be recognized anywhere the person goes. So in IT, what is the guide to recognize the person is “true” IT Consultant? Is there any board like the Engineering Board forIT ?
