Why does WinNT 4.0 slower than Win98 ?

I’ve use OS with WinNT 4.0 and Service Pack 5.0 or 6.0. My PC specification is Pentium II with 35 MB RAM. Before, I use Win 98. But Now, After I use NT, my PC get more slower to access the Internet connection. All specification are the same, but Is that right WinNT slower than Win98 in all kind ?
