Why is DOS disc access slow in XP/2000?

My PC is dual boot with Windows 98se and XP.
Running a disc-intensive DOS database process is 10 times slower in windows XP compared to Windows 98. Tests with Windows 2000 show that DOS disc perfomance is also much slower than under Windows98. Can DOS disc performance be improved in XP ?
My config.nt has the default commands.
