Will this work on windows me and 98

In the articl What is all the buzz about registry hives. I was wanting to know if this will work on computer running windows me. And 98 and work with IE6. And on the registry entry MaxConnections Perl_OServer is the OServer as in the letter O or is it the number zero? I know I don’t know it all I learn something new every day. And this is new to me.
