WiLogndows Network on Window

Dear friends

Two weeks ago i upgraded an IBM A20 thinkpad Laptop from windows 98 release A to
Windows 98 SECOND EDITION.
The result is that the user needs to “log off” every time he start ups his machine to
enter to the local network…the reason is that only then the network logon window appears!
Is there any solution to that problem!?
(I have already chack the autologon at the registry and the value is 0}
