WIn 2000 Adv Server Boot up Problems

What is wrong when I boot up on Win2000 adv Server and the desktop Icons are not there, And you cant change any settings. It just times out. If I boot in SAFE MODE All the icons and programs are accessable, but you cant change anythjing, it will Tine out!!
