Win 2000 Does not shutdown

w2k (SP2) will not restart or shutdown. The harddrive light is active for about 45 sec and then blue screen goes to black screen. Must power off or hit reset button to restart. IE 5.5 history is cleared in this process as well as other MRU registry entries. Machine randomly locks up “tight” in IE 5.5 SP2.
