Win 2000 prof not shutting down auto.

I upgraded Win98 to Win2000. I have not been able to shut down or log off of the computer without pressing the reset button. When I press ctl+alt+del, then click on log off or shut down, nothing happens. It does not respond to that request. However, I can continue to use the computer. Any ideas?
