Win 2000 SMBServer no license avail

I am getting a ‘No license was available for user xxx/xxxx using product SMBServer 5.0’ on a win 2000 Server. It is a member server as part of a NT4 Domain which is authenicating all users in that domain. I do not have ADirectory installed on it.
