Win 2000 user accounts on local

I am creating a local account on several computers running Win 2000. (We are in the trial phase). We are not going to have a domain contoller so each computer will hold its own local security database and configured accordingly. How can I remove the”run”, “settings”, ect.. from the start menu and deny access to other programs to only the “users” group but still access through administrator? I can remove them through mmc group policy but it also affects admistrators menu.
