Win 2k/Outlook Services

We have a 5 PC network running Win 2k and NT servers. Local TCP/IP network with an external DSL line. We have a local Exchange server.
Added a new PC, the Outlook Properties don’t show “services” in the Tools. It displays “Accounts” only. There it does not allow Exchange mail service, only POP ir IMAP (similar to outlook express.)
How do I get it to display the “services”?
(2) In the Control Panel there is no “Networking” icon. The “mail” is very limited, does not allow adding any thing other than POP/IMAP accounts.

I can log on to the domain, access the network drives without a problem.
Please help!
