Win 2K server hung, screen has no icons.

I find one of my Win2k servers (running Citrix Metaframe 1.8) hung with the screen showing only wall paper or standard blue background with no icons. Alt-Ctrl-Del has no impact. I have instigated a nightly reboot which has limited this issue but notremoved it. Has anyone had this problem?
