Win 2k VPN w/ clients connecting to othe

Are the clients of the domain ex. DOMAIN subject to VPN connections / settings on the SERVER. I am saying, if DOMAIN is connected to a vpn server called VPN1 will the clients/users of the domain DOMAIN also have a connection with VPN1 without doinganything special.
