Win 95 Profile and restrictions

We have a number of clients who have Win95 systems with two profiles setup on “admin” and client, if one of these is not used to logon windows is loaded with no access eg: a bare start menu no my computer and so on.
Admin gives access to most normal windows options and client just gives access to limited start menu options and some desktop icons
Basically we want to get rid of the profiles or give the client full system access, idealy is there away to easyily delete the profiles and start thewith the “default” options
Most options seem to have been setup via poledit boot up keycommands also have been disabled
