Win 98 backup

Can I back up Win 98 by simple drag and drop of C:\WINDOWS in Easy CD creator, in the same way I back up my personal files?

If I can’t, what is the reason I can’t back up Win 98 in this manner?

I no longer have the install disk. Will Microsoft replace it as long as I’m registered?
