Win 98 boot up problem

customer had a bad HD. I replaced the HD with a new one. Installed Win98SE and booted up. When I re-boot I see the Win98 splash screen and where the screen would normally go black for a few seconds and continue boot-up….screen stays black but HD light is active. I can boot in safe mode and seeno problems likewise with step by step boot. Any clues?
