Win 98 connection problems

We have three windows 2000 servers all running DNS and active directory and one is running Wins. They are all at location A. We have some remote users Location B that will connect to location A through an T1 point to point. Every one at both locations will access the internet through a T1 at location A and all are pointed to our DNS servers. WE have at both location Win 98 and 2000. THe Win 2000 machines connect just fine no matter if the are at location A or B. But at both locations the 98 machines are not able to connect. I can Ping my routers and Firewall from any of them but I cannot login or get to the internet. What could the problem be?
