Win 98 DUN

ok heres the problem got this computer it has a us robotics oem modem, lates are drivers installed it will connect to the isp but will not bring up web pages or access mail servers have removed DUN and reinstalled i have removed all net work components and reinstalled it will ping outside addresses but has about 75% packet loss any suggestions i do not want to have to reinstall windows ether
