Win 98 forgets USB settings

Any body know a Registry Fix for the following?
I have a Tosh Laptop with a USB ISDN config loaded. When I reboot the PC with the USB connected it does not ‘remember’ that the cable is there and I have to either restart the software or pull out the cable and stick it back in again.
I have already ‘fixed’ this on another Tosh by making a change to its registry – but I cannot remember where I saw the ‘fix’ nor the changes I made. Does this ‘ring a bell’ with anyone – please!!!?
