Win 98 not booting

I am trying to restore a 98 machine that will not boot. It says that vmm32.vxd is missing and it is not missing. I searched the hard drive from the DOS prompt and found it. Also, when I try to boot normally, it gets to the splash screen for windows and TURNS THE COMPUTER OFF!!!!! WHY???? I am completely dumbfounded.
