Win 98 Resource Leak(Flood)

I seem to be experiencing a significant resource leak. I quickly drain down to 60-70% and I am only doing simple text and some easy graphics. It got so bad(27%) that my computer was nonfunctional. So, I reinstalled the OS and have closed as many background programs as possible. The OS is now stable but still leaky. I have a P3 500 CPU and 128 MB RAM so I do not think it is a hardware issue. Any suggestions?
