Win 98 SE processor @100%

I am having difficulty trying to determine what is causing a system slow down. If I was running 2000 I could see what process was slowing everything down. With the system monitor running, as soon as I open any application it jumps up to 100%. I have tested the RAM – it checked out fine. How can I determine what is using the CPU in 98??
