Win 98 SE won’t boot

I accidentally moved all files in C drive that were not in folders to the recycle bin. Too make things worse, I restarted the laptop, and it won’t boot. The Windows 98 display comes up and then immediately goes to a dos prompt that looks like this: C:\
The problem is that the PC is an IBM laptop with no internal CDROM or floppy. I have a floppy drive but only a USB CDROM. Are there any files that I can copy onto floppy That will enable me to restart the computer and restore those files from the recycle bin?
