win 98 will not restart/shutdown

I have installed win 98 on formated drive. When I select restart or shutdown I get the windows screen ‘windows is shutting down’ but there it remains. I do not get ‘It is now safe to turn your computer off’ on shutdown and on restart the same. Thesystem has an AT supply.
help!
