Win Me in a LAN environm. – moden probl

I got a LAN configuration where one PC with w98 got the modem to go out to the world. So long all the PC’s in the net where W98, I had no problem to protect my modem to dial out when the client PC’s asked for. Now I replaced an old PC with W98 by a newer one (Pentium III) with W-ME. The PC is running fine in the entire environment. The problem I got know is that EACH time I start the W-me PC up it goes through the network and activate my modem and dials out. I already put the update feature to manual but this had no change too this behaviour. The connection start and windows boot-up. So here my question can anyone tell me why this happens and how can I tell the W-me machine to leave my modem.
