WIN ME won’t connect to Internet

I have a machine that had multiple viruses on it and the user decided to “help me out” and delete all the infected files. I am trying to get this thing up & running again, and I am making progress; however, when I connect it to the internet (dial-up) it will connect, it shows that packets have been received & sent, but it will not display any web pages. I am trying known web sites likes microsoft, techrepublic,cisco, etc. It never receives more than 600 packets no matter how many web sites Itry to access. Every web page I try comes back with “Cannot find Server” — same problem with Outlook. I removed IE6 (completely, I think), rebooted and reinstalled. I did connect to the internet & install IE6, but I am still having the same problems. The viruses that were on this PC were w32.blebla.b, w32.magistr, and myparty. Can anyone give me any insight on whats going on here &what I need to do to get this thing fixed before I pitch it out the window? Reformatting needs to be the absolute last resort as this user has waayyyyy to much stuff on this PC to back up to floppy disks (which is my only option on this machine)
