WIN Media Player always buffering

When I’m in Windows Media Player it is constantly buffering after about 1 minute of play time.Is this caused by my outdated 16 bit sound card or due to the lack of memory I have which is 64Mb?
I’m running WIN 98SE..Media Player ver.7..266MHz
