Win XP login with different login name

Everytime you logoff current user and login as another user you loose all the settings because each user’s settings is unique. Is there a way to create a second user with same settings as previous user with same rights and privileges? without givingthe new user administrator rights or adding him/her to the security on each program? Please advise
