Win XP Pro

I have a PC with Win XP Pro.
I login as admin.
It’s not connected to network

The PC C: drive and all it’s folder see as Read Only for the attributes.

I tried to uncheck it and click Ok.

But when I check again, it still show as Read Only….how do I fix it?
