Win XP scrolling down screen is slow

I just installed WinXP on my computer. It’s an
AMD K6/2-450 w/ 192 MB RAM and a 6GB hard drive.
When I scroll down the page on a web site the screen jumps in increments at about every 3-4 seconds. Basically it takes about 30-45 seconds just to scroll to the bottom of a web page.

Does this sound like a video card might help the situation?
