Win2000 Administrative rights

I followed the instructions by Microsoft to create a Win2000 installation and configure it for the Sysprep utility and imaging. However, after I copy my fully configured RBOWE profile with administrative rights to the ‘All Users’ folder, everyone with admin rights loose them. Also, the administrative tools are not visible.

Any suggestions
