Win2000 Not finding all Directories of D

I made a CD Using the direct CD << Formating then copying and pasting in to the CD >> , in FAT32 under win98 Every thing is ok i can see all the folders , but in Win2000 professional in FAT32 i can see only 1 folder!!!
I dont know if this is a BUG or not in Win2000, but what i know is that i did every thing by the book and it should be working.

P.S: I tried the CD in a Winodws 2000 proffesional with a NTFS system also same Result!!!
