Win2000 + winsock proxy client

Since NT 4 Sp6a + IE 5.01 I haven’t been able to make the winsock proxy client work, this also aplies to Windows 2000 Pro.
Unless you start playing with service dependencies and service loading order.
?does anyone one know a simpler way to fix this?
