Win2000 will not shut down

I am running Windows 2000 and it will not shut down. I go to Start – Shut Down – Shut down the Computer. It begins to shut down and then locks up at a blue screen. I am unable to use the mouse or power button. I know this is a common problem butI have not found the correct resolution yet.
