Win2000:Keyboard config in dosbox

I have a strange respons in windows2000 with cmd.exe

When i launch a dos-box (CMD.EXE) my keyboard-layout is in AZERTY like it should be (Belgian keyboard). As soon as a launch a program in that dosbox my keyboard changes to QWERTY. This problem is not related to the program, because it happens with every dosprogram i’ve tried.
