Win2000server/ProxyServer2/IE5

Currently having a problem getting Win2000 server, ProxyServer2 & IE5 on Win98 clients to coexist happily. No matter what settings used in Proxy Server 2 whether to update clients or not, IE5 on Win98 clients unchecks the manual setup box for proxyserver in IE5 each time the clients are rebooted. After each reboot, we have to go into the LAN connection settings and recheck the manual proxy server box. Any thoughts?
