Win2K hangs on reboot after app installs

Anytime I have added an app, including SP1, upon rebooting the system hangs. It does start to load, I even hear the start music. Then nothing. If I then do a boot into ‘safe mode’, then reboot the system, it loads. Have reloaded and re-reloaded win2k. Same thing again. Any suggestions?
