Win2k no “Documents and Settings” Folder

Has anyone ever seen a Windows 2000 Server SP2 – latest updates, with no Documents and Setting folder? I even did a search through the registry there are no instances of douments and settings! This seems impossible to me, but sure enough I’m lookingright at it! Is there any way to fix this?
