Win2K Permissions Issue

What do I need to do to allow users of Win2K Pro to change their own passwords on Windows domain network? Everytime a Win2K Pro user attempts to change their password, they receive a message stating that they don’t have permission. Other users using NT 4.0 Workstations do not encounter this problem. Am I missing someting in Active Directory?
